The new packaging rules, and what we can supply for you
The European Packaging Regulation (PPWR) has applied since 12 August 2026. Anyone who places packaging on the market as a manufacturer must be able to demonstrate, for each packaging, that it meets the requirements. Whether that applies to you depends on your role in the supply chain. This page sets out exactly which data we can supply about our boxes, and which we cannot yet.
We are a packaging supplier, not a legal adviser. This page describes what we can supply about our own products. Whether you comply with the regulation depends on your entire packaging chain, and that is an assessment we cannot make for you.

What the regulation requires
Three topics are relevant to most businesses that pack or ship products.
-
Since 12 August 2026
Substantiation per packaging type
The manufacturer of a packaging must demonstrate what it consists of and that it meets the requirements, with technical documentation and an EU declaration of conformity. If you place packaged products on the market under your own name, you may also be a manufacturer yourself. You then need a file with material data, not just a purchase order.

Ongoing
Reporting what you place on the market
You report how much packaging material you place on the market per material type. In the Netherlands this runs through Verpact. Everything counts: not just the box, but also void fill, tape, labels and any return bag you include. If you place less than 50,000 kg of packaging on the Dutch market per year, an exemption applies. For shipping packaging, Verpact has applied a temporary pause since July 2026: until the European Commission makes clear who counts as the producer, you file your declaration as you did before 12 August 2026. Verpact warns that a later interpretation may apply retroactively. For the current position, see verpact.nl (as of 16 October 2026).

No more than 50% empty space
From 1 January 2030 at the earliest, and in any event three years after the European Commission has adopted the calculation method, grouped packaging, transport packaging or e-commerce packaging may contain no more than half empty space. Void fill counts as empty space, so the problem cannot be solved by stuffing the box. In most cases the solution is a smaller box.
What we can supply about our boxes
Each item states where it comes from. We would rather name the source than show a badge. Our boxes are made by Cattini, our production partner and the manufacturer within the meaning of the regulation. The declarations below are Cattini's; we pass them on to you.
The declaration from our production partner rests on documentation from their material suppliers, not on independent laboratory testing. It says so explicitly. We pass that on as it stands.
These requirements apply to all packaging on the European market. We list them because you need the documentation, not as a special feature of our boxes.
What we do not promise
This matters just as much. A supplier who says yes to everything will not get you through an audit.
- We do not say that you comply That depends on your entire packaging, including parts that do not come from us. Our tools show what is there and what is missing; they do not pass judgement.
- No Design for Recycling classification The European Commission has not yet adopted the criteria for this. Until they are in place, there is no statutory classification. Anyone who cites a grade now is relying on their own criteria or on those of the industry.
- Not for direct food contact Our packaging is not intended for this unless expressly agreed in advance. If you need it, discuss it before the order rather than after.
- No fixed specification per product type Because we have everything made to measure, Cattini chooses board grade, flute profile and grammage per order, based on weight and contents. The weight per box, the exact board specification and the recycled content therefore belong to your order. Ask for them and we will supply them.
- Printing in your own branding If you have boxes printed with your own name or brand, you may yourself count as the manufacturer of that packaging under the regulation. We will then supply you with the data and declarations from Cattini that you need for this.
Two tools, free and without registration
Both run entirely in your own browser. Your data never reaches us.
Packaging register
List every part of your shipment — box, void fill, tape, labels — and get the weight per material type per year, plus an overview of the documentation you are still missing.
Open the registerBox size calculator
See how much empty space your shipping box contains, which internal size fits better, and how many boxes then fit on a euro pallet.
